What if I replace the i3 6100 with a i7 7700k? Will the GTX 1060 bottleneck the I7 7700k?

Yeah, your 1060 will definitely reach its full potential. What is your motherboard? If it H110/170 or B150 then unlocked CPU not worth the money.

It's the H110M PRO VH. I know it doesn't support CPU overclocking, but isn't the higher base clock of the 'k' unlocked processors worth it?

Well it is, if it worth or not only depends on price. I would personally change motherboard too.
Just make sure if you go for kabylake CPU you update your Bios, https://www.msi.com/Motherboard/support/H110M-PRO-VH.html#down-bios
Update for i7 will cost a lot but it will last many years.

I've heard a lot of conflicting statements. Some say that the GTX 1060 6GB will bottleneck the i7 7700 while others say it won't. I'm honestly confused. Which one of them is true?
