Motherboard Slow Death, First gpu problems then doesn't want to boot

Hello everyone and thanks in advance for reading!
My brother got a new computer got a new computer a few months ago, and for the first 3-4 months every thing was going perfectly
Specs are:
I5 Processor
MSI H110M PRO-D motherboard
Zalman Z3 Plus housing
Corsair CX550M power supply
G.Skill 8gb memory
GTX 1070 stock gpu
and an ssd and two hard drives, one of the hard drives is full size, one is laptop size

But then problems started, the screen went black and 1070's fans went to 100% after a few hours of gaming. I assumed it was a PSU problem and told him to just use it for basic internet browsing for the time being, as I won't have time to diagnose it for the next two weeks (finals test).
But then, one week after, it did that again, this time after randomly the screen going black and the computer being unresponsive (without the 100% fans effect).
After that, upon pressing the power button, the fans and hard disks spin up, but nothing happens. the power button also doesn't glow when the computer is on like it used to.
I tested the graphics card in my own computer and after hours of stress testing, no problems

Before the 100% no response it seemed like a PSU problem, not so sure now.
(also could it be that the psu killed the motherboard)
What do you think was the problem?


Update:
Upon further inspection I noticed the motherboard has a 'debug light', which signifies there is a problem with the CPU. The CPU fan also doesn't spin. It is a new processor that has been running stock clock 100% of the time. Is it possible the PSU killed it?

Lets start out from the end - CPU fan. So other fans spin, but not this one? Is it stock cooler fan or aftermarket cooler? Test the fan by connecting it to some other fan header - if it spins, you have a problem with motherboard; if it still won't spin at another header, you have faulty fan - in that case, you need to connect one of the 4-pin case fans to the CPU_FAN header and try to boot (only for test purpose - your CPU will be without proper cooling, so turn it down quickly once you see if it works).
