I need to play Grand Theft Auto V in medium to high settings in my video editing pc, so its system specifications are:

Intel Core 2 Duo E8400 3.00 GHz [WILL UPGRADE TO CORE 2 QUAD Q6600 2.4GHz SOON]
Intel G41 Express Chipset Family 32MB Onboard Graphics
Gigabyte GA-G41M-Combo Rev. 2.0 Motherboard
4GB DDR3 1333MHz RAM (Single Channel)
Western Digital 1TB WD10EZEX
Generic 500W power supply (Not branded, low quality) [I-REX GTO 500W POWER, with one six pin PCI-E connector]
Windows 7 Ultimate SP1 64-bit

So, I am looking for a good graphics card for current system and also to suit future upgrades.
I need to choose between GTX 750 Ti and GTX 660 2GB, I still can't decide what to buy because GTX 6600 2GB is a recommended requirement for Grand Theft Auto V but GTX 750 Ti is power efficient than it.

The gtx 660 is around 20-30% better than a gtx 750 ti but requires more power. Still, your 500W should do fine with either but make sure you have at least 33A on the 12V rail if you get the gtx 660. Also, realistically, there is no upgrade path for that system (except adding another 4gb of ram which I recommend since GTA V tends to stutter with only 4GB system RAM). Your CPU will also impose some issues (even the Core 2 Quad - maybe try do get a higher clocked Core 2 Quad). You will need to adjust settings and I suggest playing at 1080p (to reduce CPU load slightly).

Unfortunately, this shitty PSU only has 20A on +12V rail :/, so won't I be able to handle a GTX 660 2 GB?

Safely it couldn't handle a gtx 660. Officially a gtx 660 need a 450W PSU with 33A. Most likely you won't need that much current (but close to it) but these are the safe recommendations. I suggest you to get a gtx 750 ti with a 6-pin power connector (since it performs a bit better) than one running through the PCIe slot alone.

As I know, GTX 750 Ti doesn't have any 6-pin connectors, I will Google and find, So what will happen if I operate a GTX 660 in this computer? BSOD s??

Most don't need a power conncetor but OCed versions, do. As say get a gtx 750 ti whcih you find at an affordable price, a one with 6-pin conncetor would be preferred in terms of performance.
A gtx 660 will probably do fine in your system but there is a chance of PSU failure (which may kill you computer). You may also experience things like black screen (dipslay turning on/off due to the gpu signal), BSOD's, system freezes etc. If you found a gtx 660, you can install it as on such an old system it shouldn't matter much even if sth happens (which I find very unlikely).

So, is the performance difference is significant between those two GPUs? In FPS rates, gaming etc?
If significant, what is the best power supply I can buy to handle GTX 660?

Thanks for help, I will buy a GeForce GTX 660 and a new PSU and inform you what happened :)

You should return the VS450 since that is on the very bottom line of quality (even if it is wtitten 'Corsair'). But it should handle a gtx 660 with no issues.

So, isn't Corsair CX430 80+ Bronze good for this card? But this is 430w, Not 450W .

Corsair VX and VS series are both from the tier 4 in PSU quality but from the too, I guess keep the VS450.
