Throwing money away on a h100i for a ryzen 1600 , 4/4.1ghz is the limit overclocking & even the stock cooler can just about manage that .
H7 was absolutely fine as it was.

the build is solid
but about the fps to reach 144, i guess u need some setting-tweaking (if u stick with the 1070) or get a 1080 TI instead, but if you don't mind at all about the GPU can't reach the monitor refresh rate, then stick to 1070, that card can handle it just fine (again, u can reach 144 fps with some setting-tweaking, if you're planning on ultra setting 1440p, i can't assure u it reaches 144 fps)
 
It's pretty solid. The only change I'd make is the motherboard. Based on what I can find the MSI B350 Tomahawk is more overclocking friendly. Better power adjustment ability. It also has more on board headers for case fans and a water pump, if ever needed.

Don't get the founder edition, the cooler sucks
Also, ryzen 1600 already had a cooler, so u don't really need to buy a new one
 


That's definitely a good build. As for the cooler it depends on what you want. While the H7 was only a marginal improvement over stock. There are coolers that will allow better OC results, run cooler and run quieter.
