CPU-wise, you're more than OK (http://www.techspot.com/review/991-gta-5-pc-benchmarks/page6.html). Ivy Bridge Core i5 chips have no trouble with GTA V, so your Skylake CPU should be just fine.

GPU-wise...no, heck no, & don't even bother (http://www.techspot.com/review/991-gta-5-pc-benchmarks/page2.html). The R9 270X & GTX 660Ti, which are both 2 tiers above the 750Ti (http://www.tomshardware.com/reviews/gpu-hierarchy,4388.html), struggle to get above 50FPS on normal texture settings. I would recommend at least a GTX 1050, preferably a GTX 1060 (http://www.techspot.com/review/1393-radeon-rx-580-vs-geforce-gtx-1060/) -- I'd also suggest an AMD alternative, except those pesky Etherium miners have gobbled the supply up.
