Troubleshooting FPS issue, motherboard only culprit left?

GPU - MSI 980TI not overclocked.

CPU - i7 4771 built in turbo but not overclocked

RAM - 16gig DDR3

Description of problem
==================
FPS drops from 60-25ish as soon as games finish loading(tested with GTA5 and BlackDesertOnline so far), Nvidia Inspector shows P-state changing from 0 to 2 or 5 and MSI Afterburner shows GPU clock ranging from ~1300 to ~600.

Once the game has finished loading it stays mostly on P2 with ~600mhz but will occasionally jump to P5 with ~1200mhz.
There are also power-dips shown in MSI Afterburner (screenshots below) that don't seem to happen as often or drastic on our other PC. Not exactly sure how long this has been going on, definitely a few days at least.

What I've tried so far to resolve the issue

* Confirmed windows power settings were correctly set to Gaming/High Performance including:
* PCI Express - Link State Power Management - Setting: Off

* Confirmed Nvidia Control Panel 3D settings were correct including:
* Manage 3D settings - Power Management Mode - Setting: Prefer Maximum Performance

* Use DDU to uninstall/re-install nvidia drivers.

* Use DDU to uninstall/install older 37xx nvidia drivers.

* Switched GPU to different PCI-E slot.

* Exchanged PSU with a known working one(we have 2 almost identical PCs).

* Exchanged this GPU to our other computer and had no problems with it. It ran constant ~1300mhz on p-state 0 while gaming resulting in constant 60fps. Switch it back to the problem PC, problem starts again.

* Added -forcepstate:0,0 command to Nvidia Inspector shortcut which was a fix I read somewhere to lock the performance state to 0, it didn't work.

* Reformatted windows 10 with fresh installation.

* Reset and updated BIOS.

* GPU and CPU temps all under 70C while gaming

So it seems the Nvidia performance state is not assigning correctly. It is assigning P2 when it should assign P0. I'm almost positive it's not the hardware on the video card or PSU which seem the most likely. Also have tried a different PCI-E slot but other than that not sure if motherboard is the culprit or not. Does anyone have a good suggestion to test the MB?

MSI Afterburner shows temps under 80C and core temp shows CPU temps under 65C so I don't believe heating is an issue. It seems to be software related but I have completely reformatted and reset/updated BIOS. Also tried to run a game before letting windows 10 update to see if a recent windows update was a problem but still have the same issue on a fresh, older windows 10. At a loss here =/

I am considering trying Nvidia PowerMizer even though it's for notebooks or overclocking the P2 state in Nvidia Inspector so it is more align with the p5/p0 states. Both suggestions I found here http://forums.guru3d.com/showthread.php?t=397347

Hello... GPU-Z is a great small APP with all the same graphic and sensor readings (use the "sensors' tab to start it)... you just can't use it for 'alterations" B )

1) after a NEW NVidia driver install you need to set the control panel-NVidia app "3D settings" to 'high performance"
2) after a Win OS install you need to go to the control panel-power options... and create a 'Custom performance" profile and set your CPU, GPU, PCIe for 100% max.

Re-boot your computer/OS for changes to take affect B )




Hello... Great pics and information screens... Basically the " Default" firmware in the NVidia video card should be programed to do the "proper high performance" thing... MSI or any 3rd party APPs or driver 'alterations" "re-programing" can interfere with 'normal operation" of the firmware programing...

I would like to see what the 'standard" operation of the card is without all the "other" stuff you have done to it... remove the 'fixes and apps" involved and give us shots of "default operation" B /

I don't have screenshots but immediately after reformatting windows I installed only nvidia drivers and one video game(BDO) and tested the performance using only the nvidia fps counter because I did read something similar to what you said about MSI Afterburner, Nvidia Inspector and other programs causing issues. FPS was still dropping from 60-30 so I installed Nvidia Inspector and problem was still there.

I can attempt another fresh re-install and get screenshots this evening, which program would you recommend using to view the specs if MSI Afterburner and Nvidia Inspector both can cause issues?
