i7 and RAM giving out on me?

So I've noticed that my computer is running really slowly, but it's a pretty heavy build. When I render videos in Sony Vegas, all 8 cores run at 100% capacity (they've never done that before). And when I play games such as Rust, over 10GB of RAM are used on one game alone. I can barely do multiple processes such as playing something and look at chrome on another monitor (this is especially hard for when I try to stream as a hobby... can't view the dashboard and alerts at the same time or tab out frequently)

I'm just wondering because I'm worried that there may be a problem with the CPU or RAM, and that I'd have to buy new hardware. I did even the simplest things such as defragmenting my HDD, which I was worried it was running badly and holding everything back since I've had it for about 3 years now. Then I did intensive overnight virus/rootkit removal just in case there was something there that was ruining everything (spoiler: there wasn't anything).

My specs:
EVGA GeForce GTX 1080 FTW DT

Intel Core i7-4790k 4.0GHz Quad-Core CPU

Asus Z97 Mobo.

Corsair Vengeance RAM 16GB (4 sticks of 4GB being used)

Corsair 750W PSU

Corsair H60 Water-cooler (for the i7)

Not too sure what the specific model the HDD is, but it's up to 1TB (277GB free)

All help is appreciated, because sometimes you really do need a fresh set of eyes to analyze something, cause maybe I'm just missing something really obvious.

That's pretty hot. While it's not doing it there, i think you're hitting your thermal throttling limit at some point and the CPU is underclocking to save itself. Clean & re-apply thermal paste and make sure the fans/cooler fins are clean.

The 4790K will throttle back when the case temp hits 74*C and you're just on the limit of throttling at the cores.

Okay, so I re-applied thermal paste and all that, and here is the new info (while rendering)

Does it still slow down?

It appears that H60 is just not up to the task. I've never been a fan of the Corsair water coolers.

It sort of slows down, but I'm sure that it's just due to some circumstances... are there any other water coolers/high-end fans that I could get? I'm thinking of replacing this one. Water coolers are a pain in the ass to install for me.
 


They're just a pain in general.

Honestly, a good air cooler like a Cryorig H7 or Noctua NH-D14 is more than up to the job.

Yeah it's more of a pain when I cleaned out every spec of dust off every fan and radiator in the case and the back of the water cooler, made sure there's no viruses, and re-applied thermal paste to a water cooler. Maybe I do need a new cooler in general, but I'm afraid that won't fix the problem. RAM still running at 11 GB or more and 70% usage on the i7 when I have OBS running (which is a bit better when the temps now are about 70c and not 90c like before)
