This is at the top of your budget, but the 1050ti will be able to play the games you described at 1080p with some of the eye candy turned off. The 1600 will also bring great flexibility to the build. Play around with this build and see if you can squeeze a 1060 video card in.

Edit: Just saw this is a secondary build, I think the i3 build will do the job and save you some money.

It would be an improvement, yes. Higher clock speed and next gen. (I believe that is Kaby Lake?)
