Dead PSU or Motherboard?

Recently purchased a new GPU for my brother's computer. Unfortunately did not realize it needed an upgrade to the PSU, so I went ahead and purchased a new GPU for him.

I had removed the old PSU and hooked up the new PSU to the computer and the PSU will not turn on.
I gave the new PSU the part clip test and the fan had begun to spin. Decided to re-enter the old PSU until I could figure out the issue but the old PSU is no longer turning on.

Not sure where to go from here. I fear irreparable damage.

Plug the power supply into the wall.
Find the big 24-ish pin connector that connects to the motherboard.
Connect the GREEN wire with the adjacent BLACK wire.
The power supply’s fan should start up. If it doesn’t then it’s dead.
If the fan starts up, then it could be the motherboard that’s dead. You can use a multi-meter to check if there is power output from the power supply.
