Solution
If you are looking for "as cheap as possible" for GTA V or even newer and more demanding games, you are overspending by a lot. You don't need 32 GB of RAM, a 1080 card or an i7 to run games unless you are planning on 4k.

i5 - 7600k
nVidia 1070
16 GB of RAM
ASUS PRIME Z270-A motherboard

You can also save a bit on the power supply https://www.amazon.com/EVGA-SuperNOVA-Modular-Warranty-220-G2-0750-XR/dp/B01LY4OJYJ/ref=sr_1_1?s=electronics&ie=UTF8&qid=1498058904&sr=1-1&keywords=evga%2Bpower%2Bsupply&th=1 Or even this 650 for even cheaper, enough to run a gaming system with even a 1080 card in it...

This is a good setup for gaming on high settings up to 1440 resolution.
You can take the savings on the RAM and PSU and CPU and keep the 1080 video card if you like, but I never really liked getting the highest end of anything, a step or two bellow gets you most of the benefits at a lower cost.

Even with a decently priced 1080, you are looking at about 1,300 not 1,600

Question from LnDVapor : "ISO gta v on ultra for lowest $"

You won't be able to do budget. Right now with the mining craze, GPUs are marked crazy up to $500. It would make more sense just to get a GTX 1080.

However for ultra (or very high like it says in GTA), it's possible, but you will have to turn some other details down. Since you are needed a monitor as well, you want at least 1080p 60hz, so that's $80-100 in itself. You could go the second hand route, but that really wouldn't make sense in my case.

Right now, you are looking at a GTX 1050 Ti + G4560. It will not get the highest quality, but medium could work just fine. High could work if you tweak some other settings And honestly, if you are playing GTA just for the graphics, something is wrong. You can't complain about graphics if you are trying to go as cheap as possible. You also need a copy of Windows.
