How to fix my soft powered motherboard?

Hello guys.. I'm new here..

So i have a ASRock H61M motherboard that is soft powered when i plug the cable into the PSU..
And when i'm trying to turn my pc on.. It won't turn on..
I've tried bypass the power on button..
And i've replaced the PSU, Processor and RAM that still haven't fix the problem..
I usually get a standby voltage when i plugged in the cable, marked with my mouse led that start to shining bright just like when the PC is on..
But now i only get a little voltage that runs into my mobo and my mouse didn't light up shine like before..
Please give me a solution guys..
And sorry if my english was bad.. English is not my mother's tongue..

I've unplug the Video Card..
I only plug in 1 ram in slot and processor.. But still won't turn on..
Is there any way that i can fix the electrical problem on my motherboard?

Oh come on dude..
I only need to know how to repair the electricity on my MoBo..

And i live in a village in indonesia that is hundreed of kilometers away from the city.. And of course the service center
