what is the max overclock on amd r5 1600x on stock heatsink and with something like Cooler Master Hyper 212 EVO

The max OC you can probably get with a 7700k is around 5GHz.
I recommend saving up a little more, this is the best value for money.
If you're okay with ten keyless keyboards, the Turtlebeach Impact 500 is $20 less.

yeah I do have a budget of at most 2000 but I just wanted to know the best cpu cooler and not have money hinder the process and with that cooler could I get more ghz? and if I did water cooling what is the max ghz

yes gaming but nice performance when im not gaming and yes I am including a monitor keyboard and mouse and depending on how much is left a desk for 75 but as I said before with your recommendation for air cooler what is the max ghz and if I had water cooling what would be the max

Solution
This is what happens when I change it to meet the budget, key components take a massive hit, aesthetics are impacted, peripherals are impacted heavily, and the mouse is kind of meh compared to the deathadder.
The SSD drops substantially in performance, GPU gets dropped from a high quality EVGA card with good warranty and service as well as better cooling and build quality to a Gigabyte for the sake of saving $15, and the PSU goes from a semi modular Seasonic G to the S12II non modular. Cooler also goes from a H5 to a H7, impacting how heavily you can OC and at what temps.
That extra $97 gets you a lot more, and doesn't even get within budget! :eek:
