B350 Strix - F Full voltage 24/7 in offset mode

I recently purchased a B350 Strix F from asus, and got my r5 1600 up to 3.9
The problem is that it is currently applying my 1.37v 100% of the time even though I am in offset mode.

Not sure if its different for ryzen, but on my FX build offset mode only applied more voltage/ clockspeed whenever the CPU was under load. I have tried enabling C-states, and the EPU energy saving feature and neither have done anything. Is this a problem with the bios or windows or does Ryzen operate differently?

I don't have that motherboard but could use p-states if you have this option on your BIOS, otherwise you can use software: Asus Zenstates or Ryzen Master. By the way, could you tell me your memory specs? Thank you

I have the same problem same board. And did the same thing he did. I used to be able to control maximum cpu perfomance in the ryzen windows power plan but when i oc i lose that ability. And this boards doesnt allow p state oc with latest bios. Where can i download Asus Zenstates? Also there is a way to make the ryzen balanced plan display maximum perfomance settings on the cpu setting but i dont know how.
