i was running cpu-z with my new system that has a 5820k. is it normal ( even with power plan on power mode) and xmp turned on for the cpu-z program to be showing that the processor is changing core clock speed from 1.498ghz to 3.6ghz?  i thought it would run all the time at 3.6 with xmp on? thanks guys

I use an AIDA64 desktop gadget (like those of the Windows7 times). You can also use AIDA64 CPUID (tools menu), but you can only check one core at a time. Apparently, this software (http://www.argusmonitor.com/en/) too can help.
XMP is a technology for RAM, not for the CPU. It stores information about the RAM that the motherboard uses to set the RAM up at startup. So nothing to do with the speed of the CPU. The CPU, on the other hand, has power saving technologies implemented that allow it to back-clock to lower speeds in order to save energy when high speed is not needed, hence the variations in speed you see with CPU-Z. Hope it clarifies it :)

I just told you that XMP has nothing to do with CPU speeds, only with RAM. So this thing you mention is wrong (even if it comes from random people on the internet, whom are always so reliable, as we all know.)

If you turn Turbo Boost off, your CPU will run slower, at the base speed.

The technology that downclocks your CPU when it is not being used heavily is known as intel speedstep. It does so in order to save power when the CPU is not required to run at full throttle. Long story short, your system is behaving normally and I wouldn't worry about it too much. That being said, you do want to see your CPU at its full clockspeed all the time (which is not a good thing as it results in unnecessary heat and power loss when in idle) disable intel speedstep in the bios.
