Lag spikes every second in every game, like clockwork

Hey, this is a problem that has only happened to me just recently, without making any hardware or software changes apart from maybe some unstable overclocks I did?

Full story:
I have a WDN4800 in my gaming PC from TP Link, a relatively new addition to my PC, so this probably isn't a wear issue. What my issue is is that every single game that I play online with has a massive lag spike every second, like clockwork. Not every 30 seconds, or every 5, every second there is a lag spike that then lasts a second in itself. I have tried CS:GO, Battlefield 4 and Titanfall 2, so it isn't an issue with the servers of these games, as they all shouldn't be that bad.

This is what I suspect may not even be a networking issue, but a hardware or software issue of some kind. When I look in-game, the ping doesn't actually go up during these lag spikes, still hovering in the mid 20s or 30s like usual. It isn't my GPU or any other component failing in terms of graphics or other processing, as when I play singleplayer, it's buttery smooth 120fps in all games.

I don't know if this is the specific reason for this issue, but I did some overclocking recently over the last stable clock of 4.6ghz on my 6600k, and it didn't go too well, and I forgot the voltage and clock etc for the overclock. Now on 4.5, but I think it may even be the RAM? When I punch in the XMP profile for the regular 3000mhz it puts the voltage for the memory at 1.35v? Too much or too little?

It could even be the adapter I am using, as I notice 100% of the time, without fail, that the little blinking light out the back of the adapter is turning off and on every half second.

Never an issue before, nothing has bumped or changed with the hardware since maybe 3 months ago. Nothing in the software, but it could be the RAM OC, or the CPU OC that is causing this? I am honestly completely out of ideas.

Just to confirm, this is in every online game I have tried so far, where the lag spikes are extremely common and predictable, happening every single second. Makes playing them absolutely unplayable.

Specs:
6600k, and I have removed the OC so that is not a variable any more, though I would like to OC.
Corsair Vengeance 3000mhz DDR4 RAM, which is putting itself at a weird 1.354v something. It's in yellow in the BIOS.
Adapter: TPLink WDN4800 on the 5ghz Wifi.
Heat is not an issue at all, cooling the CPU with a 280mm water cooler.

Other specs, though this shouldn't be relevant, so I'll be brief and vague:
Windows 10
1070
650w PSU
ASUS Z170-AR Mobo
Running off boot SSD with a 1TB HDD.

Can't remember when this started being an issue specifically, as I don't play online too often. However this whole overclocking business does seem fishy, never remember it happening before then. Used to hit 4.6ghz stable but I can't remember which voltage. My fault for not saving it somewhere.
 
Solution
Check background programs. Shut down everything non-essential in System Tray. Turn off ALL monitoring programs, like MSI Afterburner, FPS counters etc. Try without Antivirus running.
Don't have Chrome etc running.

Surprisingly, um... I hate to say this but yes turning off everything in the tray completely fixed it. I feel like a complete idiot. Anyway, thanks for not making me feel like it was my CPU or RAM haha. Now to check which specific program is causing it...
