it comes without the graphics card i already have a 1060 3gb for it, should I buy it?

I7 3770 3.4ghz processor
24gb ddr3 memory two 8gb corsair two 4gb kingston
On board graphics, I have a 1060 anyway
1th hdd
128gb ssd sure it is a kingston

That's a fantastic deal.
Used I assume?
If it's new it's dodgy af.
As soon as you get it, remove the two 4GB kingston sticks and sell them separate, 16GB is heaps, and mixing RAM sticks and frequency can cause the memory controller to fail, bricking the motherboard.

Bad news I can't buy it as it's too far away. My only option is to build a new one or order a prebuilt which I don't want to do. can you build me a good pc for £400 max without the gpu of course. I'm thinking if a ryzen 5 1400

Contact him and ask for the full specs list, if there's nothing else or the HDD is 5400RPM/the PSU is garbage, stay away.

Any unit that mentions switching as a key feature or has switching in the name is generally pretty terrible, and given he neglected to mention the name and is selling it in a prebuilt concerns me.
