i bought hp elite 8300 mt. my r9 270x doesn't fit in it though i ordered the psu adapter without knowing my gpu won't fit. what should i do now? cpu cooler is in the way. should i buy a new motherboard and a case or should i mod this current motherboard and btw can we mod such a motherboard?

If the size physically doesn't fit, you have to either return the gpu and get a different sized one (there are much smaller gpus with single fan only) or change the case. My choice would be a different case, because that is way too tiny to cool properly for anything but daily computer work. Considering the psu issues as well, just get a bigger case better able to accommodate your components.

from specs you have a 320 watts psu and the adaptor wont be good for the gpu also in this model you need a low profile gpu http://h10032.www1.hp.com/ctg/Manual/c03612798 system specs and parts this is a business computer so not good for gaming .
