What CPU would go good with my GTX 1060 (H97M Pro4 Motherboard)

Specs:
Motherboard: ASRock H97M Pro4
CPU: i5 4690K
GPU: GTX 1060 6GB
Storage: Samsung Pro 250 SSD, WD 1TB

My CPU has been failing me because it somehow started bottlenecking my GPU and now I'm starting to get 100% CPU usage on every game with 4-10% GPU usage. I'm somewhat on a budget and I can't go for a CPU over $350. Any CPU suggestions?

And you're running at native 1080p? You're not playing at a lower resolution, are you?

IF you were (lets say 720p), there would be less demand on the GPU, with the CPU doing most of the work. At 1080p though, a 4690K + 1060 should not be experiencing what you're seeing.

I'm playing at 1080p with 90hz on a HDMI cable
my monitor is a BENQ XL2411

Have you tried overclocking the 4690k. The 4690k is still a pretty capable CPU for 60Hz gaming and OCing it might alleviate the minor CPU bottleneck you may have been experiencing with the GTX 1060.

P.S. - +1 to Barty1884's last post, do post your idle CPU usage.

My motherboard does not let me overclock and also my CPU idle usage is around 3-10%

Okay, sorry for not reading your opening post carefully. On second thought, there is something seriously wrong with your system. In an ideal scenario the 4690k might be a minor bottleneck to the gtx 1060 in certain games, however it should be nowhere as severe as the 4-10% GPU load seems to suggest.

Install the latest Nvidia drivers. Also make sure that your CPU is not thermal throttling and is infact running at its full clockspeed.
If that doesn't solve the issue, your PSU might be at fault. It may not be supplying the required power to the GPU.
