AMD GPU Scaling Not Working????

I have a 4gb MSI RX 480. I have the most recent drivers for crimson and i have gpu scaling on for display and for csgo, both full panel. But when i start csgo on 4:3 i still have black bars. I have dealt with this for months and its really starting to piss me off because i cant play my usual play style due to this god damn issue. It is really annoying and I really need some solutions.

i used to own a radeon (r7 260x) and if i remember correctly there is this fix where after you apply the scaling factor you will need to change your resolution to something lower and then put it back to your native resolution then it should solve the scaling incompatibility. i can't remember the exact steps and where to find it, just keep your hopes up.
