Rebuild of my pc isn't responding

I have just finished rebuilding my gaming rig, When I press the on switch all fans come on and no sound comes from the motherboard.The GPU is running and all seems good but its not registering my monitor, mouse or keyboard and it keeps restarting every probably 5-10s. The rig has been working with me in the past.
My main worry is while I was testing some LEDs that I'd wired into the system the 2 naked wires I had threaded touched. They were connected to a sata cable. The wire immediately burn out cutting the circuit but from what I could see the system was already doing the 5-10s restart process before I connected the LEDs

Things I've changed:
Just upgraded to a 500w modular powersupply
Added 2 new front fans which has made me move my SSHD forward 1 slot.
I've moved one of the fan plugs to an alternate plug
Done some tidier wiring (from what I see nothings loose)

Any help would be greatly appreciated and please don't tell me I broke my pc :'(

What kind of hardware you have ? Mb, cpu, etc...
Try a different, more powerful PSU

Just keep bare minimum plugged, and retry...
No SSD, no HD, no led's , no case fan's

Make sure your CPU fan is working.
Disable sound in Bios.

Unplug.
Flush cmos, you know how correct ?
Retry....
Start with this.
your problem could be electrical, or logical, so let's start
by eliminating the hardware part....

ok, i have a sabertooth z170 mark 1 with a i5 6400. i unplugged everything except cpu motherboard and fan. the issue continued so i reset cmos, no effect i checked mem ok and it had no effect. as a side note the motherboard has leds for different components cpu, ram and storage. none of these leds power on. Ps a lack of power supply isnt possible as ive increased from a 430w to a 500w

Last effort, led's not powering up, is a bad sign, reflash your bios, it's a chance
in a million, that's the problem, but I highly doubt it.
Just triple check your wiring,
afterwards by experience, i'm afraid you might have shorted your board,
it's not dead, but damaged.

Reboot's like your experiencing are often caused by a bad capacitor
on the MB.

If you have to buy a new MB

think seriously about MSI, I purchased my first MSI board this year,
it's the best I never had...
