cpu not reducing speed.

HI.few days ago i installed bio shock infinite on my computer, i have noticed that when i exit the game both the cpu and gpu don't reduce their speeds they are still under the load running at their maximum.i have 6700k based system .gigabyte g1 1070 running windows 10 build 1703.i have already searched for this problem and have tried many solutions but none of them worked.before starting the game every thing is normal the system keeps fluctuating between high and low speeds but is stuck at high speed after i finish playing the game.any kind of suggestion or advice is welcomed.

YES, it is set to balanced.actually i have noted that after some time approximately 15 to 30 minutes the system automatically gets under the load and it's not just the cpu it's also the gpu which constantly keep running at almost full load even at idling.i have run antivirus many times to see if there is any malware but the test was clear.

yes it still does that.it began after the windows update to creator version.the motherboard is gigabyte aorus z270x gaming 7 it's bios version is f7b and every thing is at stock settings.

Have you opened up your resource monitor and had a look at what might be running? Just start entering resource monitor in the search area of the task bar and it will pop up with the option, then look at the cpu tab. the last column gives a percentage of the cpu usage for the process.

well i opened it and found one suspicious process running in the back ground and when i closed it the system went back to the normal settings,i have also found an unnecessary app which when i tried to delete gave this error that all applications associated with the main application must be removed before removing that application but when i searched for those apps in the system i could not find any.what is this and how i can delete that app.

well the process which is causing the trouble was listed as mdm short for master data management according to the internet.this is the first time i have seen this and this process starts up automatically in the back ground without any warning or notification.i have also attached the link for resource monitor screen shot.i hope that it is helpful.

From looking it up it says it is machine debug manager and that it is safe to turn off, and that it may start with internet explorer. It also says that viruses disguise them selves as it sometimes so it may be a virus or trojan horse.

i think it's a virus because when i opened up the settings it was already disabled.what should i do because i've run anti virus scans many times and it says every thing is clear,should i reinstall the window.
