CPU Fluctuation during 3DMark Stress Test

Earlier today I purchased 3DMark to benchmark and stress test my system. I'm running a 1080 Ti with an i7-7700.

My PC is constantly failing the Fire Strike Ultra stress by a couple percentage points. My GPU performance and temperature are all stable, but I tried upping the case fan speed curve just to see, and I managed to get within a percent of passing. With default fan speeds, it usually runs around 83 to 84, which is apparently normal with the card. However, by increasing the fan speed it was reduced to around 68 to 69.

However, my CPU performance is constantly fluctuating during the test. Most of the time they are small, usually between 3800 MHz and 4000. However, it occasionally drops extremely low, with the lowest drop being around 1800. Temperatures are also fluctuating between 33c and 40c.

Is this a sign that my CPU might be faulty?

Also, this is without overclocking. It's all stock settings aside from the fan speed.

Well... is the cooler on the CPU after market?
in 3D tests like that, your CPU will go up and down... because its mainly stressing your GPU( I think) I have not used 3d mark in a while.
I know those tests can be touchy... I always got a different score with each test.
You may want to re apply a thermal compound... or use a different one. Whats your power supply situation? Is it an old PSU? Is it a nice one? your PSU could be giving unstable voltages I guess..... I would not worry TOO much, but I know how that is ; ) fluctuations with the CPU during that test is normal I think... unless your hitting a target temp set in your bios.
