I have an amd fx 9590 cpu, it has a 220w power draw and i am wondering if that means i need to find a power supply that has a 220w 3.3/5v rail? i dont really understand the rails and what they do yet.

The FX-9590 does have special requirements because of the 220W TDP and one of those requirements is a good PSU. It should have min gold certification, 850W and good quality and efficiency. The 12V rail is very important for the CPU.
Cooling is all important too and the right MB to support it.
List your full system specs for better advice as the FX-9590 is a beast to work with. It can be tamed however and is a very capable CPU if the above requirements are met.

Many here will say it's rubbish without a thorough understanding but at today's pricing it represents a good deal for rendering and multitasking apps.

Have you considered the motherboard and cooling costs? Usually by the time you buy high end motherboard, psu, cpu cooler you buy something else cheaper that outperforms it. Also there are CPU there are countless threads on here where people struggle to get the FX9XXX series to run properly. Personally I would never buy one.

I got the motherboard figured out, an asrock 970a-g/3.1 which has the 220w cpu support. the cpu is water cooled with a neptune 240 prebuilt water cooler. I am running 2 amd r9 380's which means ill need a 1000 watt psu and i am running 4 4gb sticks of ram. The main thing i need to know is can a power supply that only has 130w or whatever on the 3.3/5v rail provide the power that the 9590 needs?
