CPU packaging question.

Just received a used 4790K wrapped in tissue paper and bubble wrap. Was the tissue paper an ok choice? Is tissue paper anti static? I'm guessing they didn't have any spare anti static bags. I just briefly saw an old thread here saying that CPUs and other computer parts are not very static sensitive any more, is that true?

It wouldn't have been my first choice either but never mind hopefully :/

It was wrapped in a few tissues then bubble wrapped and inside a cardboard box, if the tissue paper itself doesn't contain static then hopefully no static discharge has occurred?
