My latency has been spiking a ton lately for no reason. (PLEASE HELP)!

Hello, I don't know if this is the right place to ask this but i'm out of options and i'm desperate.

For the last 3 days, my latency in games such as Overwatch, h1z1 and CS:GO has been spiking like crazy. sometimes it is fine for 5 minutes, but then suddenly spikes to 100-200-300ms. this happens on the internet sometimes too (discord). i am using an ethernet cable and have been for over 2 years now. this problem has happened once before, but i got it fixed as it was a program on my computer.

i have tried resetting my internet, checked for virusses 3 times, closing every program when playing, reset my router but nothing works.

it is only on my end seeing as my brother can play games fine and he's on the same modem as me. (he's using ethernet aswell).

the modem itself is definitely not the problem seeing as it's only a couple of weeks old. i contacted my isp and they said everything was fine on their end. i am desperate for answers, please help me.

My specs:
8GB ddr3 ram.
intel core i5-4460 @3.20ghz
64-bit operating system.
i'll include a picture of my internet speed as that is not the problem i think. i do need to say that before the spikes started happening, my download speed was at about 30Mbps.

And even though the modem is new that does not necessarily mean that it is not the problem per se.

Right-click the network icon (lower right screen corner) and run "Troubleshoot problems". See what, if anything is found and/or fixed.

After that continue your troubleshooting by trying another known working ethernet cable.

Try connecting your computer to another network port.

Try your brother's computer on your port. Even if you need to buy and temporarily install a longer ethernet cable.

The objective is to determine if the problem is cable, port(s), or computer. Eliminate or at least narrow down the possibilities.
