Graphics card not showing in device manager

Hi Guys, need help!

I have a Dell optiplex 760. A friend of mine lent me his old AMD ATI 4650 untill I buy my own. The problem is that it does not show up in display adapters and there is a "PCI serial port" with an yellow mark in "other devices".

Are there any other drivers that need to be updated because I already installed the Legacy drivers and they detected the gpu and the fan on the card is also working so I know the problem is not in the hardware. Is there something that needs to be done in the bios.

1. Yes, tried both. Works on MB but when I plug it into the GPU, black screen, and when I plug it back to mobo, resolution is changed.

2. Nope Bought the pc the day before yesterday. New window installed.

3. There is only one in which it fits that is labeled PCIe X16 (or something like that).

I think something in the BIOS needs to be altered but I'm not sure. Can someone guide me?

I ran the card on the original power supply (255W). PC is the mini tower (full size). Specs are below:-

-processor: q9300

- 4gb ram

-2 HDD's ( 250gb and 160gb)

- Intel Q45/Q43 Express Chipset motherboard

Does this setup leave enough power for card?
