CPU set to max. 3.1GHz but it runs 3.8GHz max. OC

Hi there!
This isn't a new problem for me, I've had this problem since I had bought this computer.
So, my problem is that my processor (AMD A8 7600, w/ ASUS A88X-PLUS MOBO)
runs on it's maximum overclock clock speed, 3.8GHz, even though it's set to 3.1GHz. The normal clock speed is 3.1GHz, and it is set to that in the BIOS, but everything I tried with in Windows (AIDA64 engineer, CPU-Z, Task Manager) says that it's running on 3.8GHz on maximum.

It hasn't really caused me any difficuties becauese the PC works just fine, but I don't really like that it's not doing what it says it does.
Any suggestions how to get it to 3.1GHz?

I wouldn't call it a problem at all. 3.8ghz is its turbo clock, its perfectly normal and desired for it to run at 3.8ghz under load. If it runs at 3.8ghz constantly you likely have high performance mode turned on in windows power options, this will force the cpu to run at its turbo clock at all times, change the power profile to balanced if you dont want this.

Solution
It does exactly what it should. In you example, it runs at 3.8 GHZ (Turbo frequency) because only one core is busy; if you run an application like Prime95 that uses all 4 cores, then it won't turbo. You can use Prime95 and set the number of threads to 1, 2, 3 or 4 and see how fast the CPU runs (at 4 it should run at 3.1 GHz). If you really don't want the extra performance when only one or two threads are used, then disable Turbo in the BIOS.
