You can buy 430w which will support a GTX1060
The 520w and 620w units are under $50 and I would suggest that to allow for a future graphics upgrade.
A PSU will only use the wattage demanded of it, regardless of it's max capability.

Which will also support the 1070 and the 1080.
With Nvidia's Vega line rolling out sometime early next year power consumption is likely to get even more efficient.

I would look at the following list:

... with ONE exception. The Builder Series CX500 on that list.... DON'T get that one.
The one that stands out the most to me on that list is the Corsair - TXM Gold 550W 80+ Gold Certified Semi-Modular ATX Power Supply
EDIT: If the TX550M Gold is as good as the TX850M Gold as tested over at JonnyGuru, its a great buy. (Great Wall built platform )
