GTX 1060 high power consumption when left idle

So this has been a problem for about 2 weeks. Every time I leave my PC running idle, no matter what programs are opened or being used, I come back to hear my GPU fans revved up pretty high. I check MSI Afterburner and it shows that about a couple minutes AFTER the time I leave my pc, power consumption shoots up to 95-100%, and that my GPU temps go between 65-72C. This slowly comes down to normal after moving the cursor around and doing stuff for about 2 minutes.
I have manually uninstalled and reinstalled drivers to no solution. I have looked online and have seen no solution.

My normal temps are 30-40C, 50C when playing more intensive games.
Drivers are Nvidia 381.65 (downgraded from most recent as of 6/22/17)

My Full PC specs are:
CPU: FX 6300 OC 4.2Ghz w/ Hyper 212 EVO fan
Mobo: Gigabyte GA970a DS3P
GPU: Gigabyte Windforce OC GTX 1060
1TB Hard Drive with Windows 7 64 bit
EVGA 500W PSU
