1060 was better than my 1070?

i5-7600k, noctua nh-d15 cooler (barely fits, could only install one of the fans. need a bigger case)

PNY GeForce GTX 1070 8GB XLR8 Gaming Overclocked Edition
2x8gb ram
Crucial MX300
1tb HDD
Dynex™ - 520W ATX CPU Power Supply

I had a PNY gtx1060 overclocked to +200 core clock and +200 memory clock. I was getting about 90 FPS in overwatch on ultra settings.

I returned it because I wanted more frames per second (I have a 144hz monitor) for a PNY GeForce GTX 1070 8GB XLR8 Gaming Overclocked Edition. Now I am still getting around 70 FPS in Overwatch on ultra settings.

What gives? I thought I would be averaging an extra 20FPS. Input appreciated. This is my first PC build

What does your CPU utilization look like? If you're hitting 100% utilization there (unlikely), then it really won't matter how strong a GPU you drop in.

It's entirely possible your PSU is not powering your rig adequately. That Dynex unit is probably more of a "300W" unit that a 520W......... any much more a doorstop/paperweight/fire-hazard than it is a power supply.

I used geforce experience to optimize.... it set the cap to 60 FPS (but still went to 70 for some reason). All set now. My fault!

Thanks Barty, I did cheap out on the PSU, case, and motherboard. I will have to upgrade sometime in the future.

I put those items into Neweggs wattage calculator and it seems that 520 watts might be pushing the limit. The 1070 with 8GB is going to draw more than the 1060 with 6GB. You might want to look at a better PSU if you ask me.
