Best cooling system for FX-8350

I've been having a problem with my cpu going over the max safe temps recently, even when not under load. I currently have a Asetek 510LC liquid cooling system and my application of the thermal paste was subpar because the 510LC's ring mount is very difficult to get on.

My question is:

Is a fan sufficient to cool a fx-8350? If so, would this one be good?

I think that the thermal paste will be much easier to apply if I get a fan instead of liquid cooling since it is much easier to install.

Do you have any ideas of cheap alternatives that are just as effective and easy to install?
