Fallout 4 shocking fps with good specs help

Hey, so recently bought Fallout 4 on the summer sale. Downloaded, opened it and I pretty much lag on any settings I use, the fps is horrible and is usually below 20, other than low which when compared to my PC specs is not ideal. I've tried lowering things from previous help threads but doesn't work really, be helpful if some of you could help.
My specs are: GTX 970 i5 4460 8GB Ram

Eh i have the same problem. my specs are kind of simular

- I5 4690k 3.50 ghz
-asus gtx 750 ti 2 GB
-8 GB ram
I was soon hopeing to upgrade to a gtx 1050 ti 4 GB because fallout 4 is very demanding graphics wise and if i recall you will want a 3 gb or 4 gb graphics card.

Also, you want to lower down the god rays setting bc that is a very intense setting
