Bad +12v rail?

Heya, i was having low fps in all games and i figured out that my psu is bad. My +12v rail is around 11.8-11.9 without load, with load its 11.6-11.7, i've asked around and people told me that this is bad. This is why my gpu cant get the power it needs. Is it true? my psu is corsair vs550.

11.4 would put you at the plus/minus 5% that is acceptable for a PSU. with the lower quality ones like you have it's common for it to drop under load but your still in the safe range.
Your GPU usage is low because .
1 your playing at a low resolution or 2. your processor is bottlenecking it or overheating causing thermal throttling the FX 6300 is a very poor processor at todays standards.


Not odd at all. It's not a great PSU so voltage regulation isn't that tight.

When you're having FPS drops what is the memory usage, CPU load and GPU load when it's happening?
 
This is not a PSU problem at all. You will have CPU, GPU, memory, or disk, possibly network that is loaded heavily. Windows task manager has a link to the resource manager. I would start up resource manager play your game when you have FPS dips tab out and see what was being hit really hard at that time.

not fps drops, its always low. like my gpu cant handle it. but it should. r7 370 is not a perfect card but it should let me play cs:go but even in cs:go, my fps is low.
