is there any problem in terms of performance in heavy application, games, or 3d benchmarks? if there is no problem then i think just ignore that, and i think what it means by perform poorly is the performance compared to other faster ram, but i also dont know, for sure 1600 mhz is not that fast compared to ddr4 ram nowadays that is clocked pretty high

Very high background CPU (76%). High background CPU reduces benchmark accuracy. Find active processes with Windows task manager (CTRL+SHIFT+ESC). Also 5.4 GB free of 8 GB @ 1.6 GHz. Your system must have been running some intensive applications while you were performing the test.

http://www.userbenchmark.com/UserRun/4078881 - This is a test with only 4% background cpu, same problem.

do you have any background application that waste bunch of ram and high cpu usage? because that can cause some performance impact
