Cpu upgrade or build a new rig?

My build right now (built in in early 2012)
I7 2600 oc at 4.37 ghz
Evga gtx 1070 ftw
24 gb of 1600 ram
Evga 800w psu
1 tb hd and a 750 gb hd
So here is my question. Should i just go ahead an build a new rig with an i7 7700k or ryzen cpu and keep my current gtx 1070. Option 2 is so upgrade to a i7 3770k and an ssd and try to overclock the 3770k to around 4.4 or 4.5 ghz on my hyper 212 evo with 2 fans?

My system is pretty much only used for 1400p gaming.

Your current CPU and setup is fine, no need to upgrade given you've already got a nice OC on there, a 3770k would only be a small increase in performance.
Wait until Cannonlake, the generation after Intel's next CPU update to upgrade, you're fine for now.

Even though sandybrige only supports pcie 2.0 and ivybridge supports 3.0? My motherboard has 3.0 ports.

Well i guess ill wait a bit longer for a 8700k or something like that. Hopefully pcie 4.0 will come out soon.
