Specs would help.
Specifically the cooler and the MB.

Is it possible you plugged the cooler into the MB in the wrong place?

I know on my board it has spots for a pump and an optional fan as well as THE CPU fan, all right next to each other and if I don't plug into the CPU fan port it won't boot even though I have a liquid cooler as well.

If you have a custom rig they would all need to be plugged in correctly. I know at least on my MB, it won't boot unless there is a fan connected to the CPU_Fan port.

sorry forgot to take this down it seems my sata cables were plugged into sata express instead of sata 3 ports which kept it from booting
