What would this budget be? You dont wanna be skimping on the PSU. Seasonic do a lot of PSU's so if your budget will stretch, i would go for a 650W one of those. Or Corsair do some decent modular ones too. Going fully mod with most of the good PSU's would mean all black cables.

Not trying to go over 1.3k, $1,305 is fine but over 1,310 no, but also this was the PSU I was gonna get https://pcpartpicker.com/product/DPCwrH/seasonic-power-supply-ssr550rm so the link you sent me do I just need to buy that to hide the mustard and ketchup cables just use those extenders?

YES. The extensions simply plug into the yugly cables and you see the black while the ugly cables hide in the back. That PSU is really excellent and a great PSU for the price. I almost bought that one myself but went for a Super Flower one (not sold in US, but it is what is in the EVGA psus).

Okay I will do that, one more question, what cables do I pick from this. There are so many. Note that I don't care about cables in the back, I'm focus just the cables connecting from the PSU to mobo and GPU

Which cables to pick? Choose the ones that you need. Obviously a 24pin. Then it depends on GPU. My GPU requires 2x8pin, so I got that too. Then the mobo has another 4 or 8 pin, but I didn't need it. If you want to go all black:
24pin : https://www.amazon.com/Silverstone-Extension-Motherboard-Connector-PP07-MBB/dp/B00B46XJ3E?tag=tomshardware_forum_vgl-20
8pin for your 1060: https://www.amazon.com/Silverstone-Extension-Motherboard-Connector-PP07-MBB/dp/B00B46XJ7K?tag=tomshardware_forum_vgl-20&th=1
8pin to mobo : https://www.amazon.com/Silverstone-Extension-Motherboard-Connector-PP07-MBB/dp/B00B46XJRU?tag=tomshardware_forum_vgl-20&th=1

Keep in mind the 8pin to mobo is different than the 8pin to the GPU.

Here is Silverstone's choices: http://silverstonetek.com/product.php?pid=372&area=en

Here are parts that I would change in your list.
1. CPU : The 7700 hits 4.2GHz whereas the 6700 only hits 4.0GHz. Also, the 7700 is slightly less money. Get it. Save$5.
2. RAM : 2133MHz is low end. Why not get 2666? It's still red too. Spend $10 more.
3. CPU cooler : $80 for a cooler for a cpu that can't be overclocked is wasting $$. Get a rock solid cooler for much less $. Save $50.
4. Case. There is a newer and better NZXT called the Elite. Spend $20.

These changes improve the quality and performance while saving $25.

These 3 are the only cable extensions I need right?
Edit: Actually I found these https://www.newegg.com/Product/Product.aspx?Item=9SIAA6P4ZM3738&ignorebbr=1&nm_mc=KNC-GoogleMKP-PC&cm_mmc=KNC-GoogleMKP-PC-_-pla-_-Cables+-+Internal+Power+Cables-_-9SIAA6P4ZM3738&gclid=CIjVzt_11NQCFQWTaQodsjkJWQ&gclsrc=aw.ds
around the same price

Those are good too. If you like the colors...and price is right..get those. Just as good as the Silverstone I linked. And it has the 3 cables you need. There is an extra one you might need in future, 8pin PCI-e (which is for GPUs).
