System Boot Problem

So, there is a problem with my graphics card. After i start the computer, windows loads but then it does not proceed to the welcoming screen. The screen stays black. The system then reboots after some time, or it stays there until i shut it down manually. I know the problem has to do with the graphics card because when i changed the AMD one with an older Nvidia GT 630, the system worked fine. So i tried reinstalling the windows (having the AMD card). Everything worked fine. I then started reinstalling the varius drivers, with the system performing regular restarts and everything working fine. Then it was time for the graphics driver. The CD of my graphics card comes with the 13.25 AMD driver, so i installed it succesfully, but then after the reboot the system would become stuck again after the loading of windows and before the welcoming screen. The thing is that when in safe mode, the system is working fine (i am writting this through windows safe mode), only when i try a regular boot, there is a problem. As i see things, this is not a hardware problem, otherwise the system would not be able to boot in regular or safe mode and the screen would not receive anything from the GPU, in my case safe mode works fine. I also tried installing the latest 17.6.2 driver, and i had the some problem. Do you guys know what i have to do? If you need any more information please ask.

It could still be a hardware (GPU) problem actually. When booting in Safe Mode Windows does not load the full AMD drivers and therefore the functionality of the GPU is limited/restricted.

If you have 'System Restore' enabled, try to rollback to the last restore point where everything worked normally. This will automatically restore whatever driver was functioning correctly with the graphics card at that time.

When the card stopped functioning correctly, had you updated any drivers or had Windows updated at all?

You could also try the card in another PC (with AMD drivers installed - this is important). If you get the same issues then it points to the card itself as having an issue of some sort.
Don't use the driver CD for drivers - download them from AMD's site instead, and the latest one at that. It seems that the driver files on the CD aren't working.

^ This is for your specific GPU and Windows 7 64-bit. If you have changed anything(I read really fast through your post, might have missed a sentence here or there) like the GPU or the OS, use this link to manually select the correct driver:

Use the manually select your driver area, because I don't know if AMD's application will work in safe mode, plus it's faster to get the drivers when you already know these basic things that they ask about(i.e., GPU and OS).

I tried both the 17.6.2 and the 17.4.4 drivers from the AMD site, but when trying to install them (while in safe mode) i get the Error 99 http://support.amd.com/en-us/kb-articles/Pages/KB99.aspx?DID=6810%7C%7C%7C&VID=1002%7C%7C%7C&CPU=AMD%20Athlon(tm)%20X4%20760K%20Quad%20Core%20Processor&OS=Windows7&OSBIT=64&OSLANG=el_GR&utm_campaign=rserror&utm_medium=applic
I will try to overcome it and report back. Thank you.

So to make things clear i will try to be more specific on what happened. The AMD PC is working fine until one day it won't get past the windows loading phase (without me changing any drivers and with windows update set on automatic). I find that the problem is with the graphics card because when i change the AMD one with the Nvidia one, it boots (that happened some months ago). Then i performed a clean install of the OS using the Nvidia card and installing the Nvidia drivers because i needed a functioning system at the time. The system is still working fine using the Nvidia card. Today i decided to see if my AMD card was working, so before doing anything else i opened the case and swapped the cards. The system would boot normally even though i was using an AMD card with Nvidia drivers. With the system still running, i manually uninstalled the Nvidia drivers and downloaded and installed the latest 17.6.2 AMD drivers, everything worked fine until the system did a restart to finish the installation of the new AMD drivers. Then i got the same problem. The system would not get past the loading phase but it would boot normally in safe mode. Because the method i followed of uninstalling the Nvidia drivers and installing the AMD ones was not the best, so problems with the installation might have occured, i tried to do a complete reinstall of the OS. The system would then boot again normally until i tried installing the AMD 13.25 drivers (from the graphics card CD this time). Then the same problem. No regular boot and only safe boot. Lastly after all this and while being in safe mode, i tried again installing both the 17.6.2 and 17.4.4 drivers, this time getting the Error 99, discussed above.
Thank you, and sorry for the confusing post, but i am confused as well...

I will try my luck with another PC and report back.

To anyone still following this, i contacted support and i gave them the faulty card. After about two weeks they replied that they couldn't fix it and they replaced it with a R9 280X. Not bad! Thanks to anyone how answered, your help was much appreciated, in the end not even professionals fixed it, so... Thanks!
