Custom build won't boot up- only PSU and RAM work.

Hi!

Ok so first off I'd like to say this is a first time build and I've scrolled through a lot of the other threads that are like this one, and I cant find an answer.

The problem occurs when I turn the pc on- the PSU works, the RAM LED's light up, but the LED's on the PCI-E slots are both a slow blinking red. If you wait for awhile, there'll be a single beep. The monitor connected to the GPU turns on, but says 'no signal'.

The chassis fans also don't work, but the wires are connected securely. I've reconnected the graphics card twice, and it seems to be pretty snug. The front IO wires have the correct polarity, and everything else is also secure. (Despite this, the logo LED doesn't light up)

I haven't tried breadbinning the system, and I don't think I can switch the RAM to different slots (the CPU cooler overshadows the first dimm slot), and I'm pretty sure the RAM isn't the problem? (Though I could be wrong)

My specs are:
In Win 303 Chassis
Be Quiet! Pure Power 10 500W
Avexir 4x2GB DDR4
GeForce GTX 1060 3GB
ASUS B250M-Plus Motherboard
850 EVO SSD
1 TB HDD
Cryorig M9 CPU Cooler
Core i5-7500 LGA 1151
AF120 (x4)

The monitor is the E2470Sw from AOC

EDIT: Also, the power button works to turn the PC on, but turning it off requires me to flick the PSU switch.

Sorry for the late reply- so I tried that, shifting the single ram to different slots, but the pc still won't boot up. The now empty PCI-E slots are still blinking red, and the PSU and ram are still the only things that work.

yeah, I thought that may have been the problem as well. but before I return this board for a new one, could I ask if there's any possibility the graphics card isn't the problem?

yes but unfortunately, the entire pc refuses to even boot- even when the gpu is removed nd the monitor connected to the motherboard. I guess what I'm asking now is, is the motherboard the problem?
