You can check if your PSU is working correctly by adding a wire to its connection to the motherboard.

See the 24/20 pin power connector of the PSU, check-out the two wires coloured green and black. It goes like (from left) Orange-Deep Blue-Black-Green-Black-Black,etc etc. Take a piece of wire and connect those two Black And Green wires and the connect the power cable to your PSU and if the PSU fan rotates then your Power Supply is fine otherwise it isn't.

So what does that actually tell you, it tells you that the sensing circuit to turn the PSU on works, it tells you that the fan works, tells you nothing about what power is being output, voltages etc. You know all of the other stuff that means a PSU is actually working.

Ya. If you want to fully test your Power Supply Unit you will have to definitely use a PSU tester. You may also test the PSU assembling it on another PC if you don't have a tester. But if you want to check the voltage output and all then I guess using a PSU tester will be the best option.
