i5 4690k problems need help

I would like to make known that i am not the more tech savvy kind so i apologize if this sounds stupid,
Ok, so my problem is this, when i am playing games, downloading things, whilst i have tabs open doing anything. My audio will crackle and sound tear. The display during video games will stutter my FPS will fluctuate from high to low and it is very hard to play. My CPU looks to be bottle-necking. When i am in MSI afterburner my CPU is 100 just downloading a game from steam and on the internet.
But i have seen people not have this problem so i am confused. I am not sure of the issue, if it is my motherboard, ram, or CPU, i am not sure. That is why i am asking others, anything will be appreciated.

the i5 can struggle at times, depending on the game, I suggest either you upgrade to a better more recent system or find a cheap I7-4790K on ebay
Take a look in task manager and under the processes tab look and see what is using the cpu so heavily. It might be one specific application like your web browser, it may be several programs all using the cpu. If you're playing a cpu intensive game that needs most or all of your cpu power and you're doing other tasks then those things are going to be fighting for the cpu. When programs share processing power the game won't get all the hardware performance it needs and may cause minor hiccups.

So are you saying that this is normal? all the things in task manager are how the usually would look, like the game taking up the most. But as an example, having discord running whilst playing a game is when it happens the most, simply playing a game it will happen like crazy.

I may try this since i have some money. Any recommendations on mobos or cpus to go with my video card that arent too exspensive? Or should
i just stick with the mobo and get the i7 4790k?
