One core alot hotter than the other cores

I have a i7 7400 and one core get's up to 8-10 c hotter than the other cores and it's not core #0 it's core #1

Is that normal? I tried to put a bit more thermal paste on the cpu than what i normally us (but still not alot) in the center of my cpy, only small pea sized. Use Gelid gc Extreme

Last i tried according to manual of my hyper 412s (using 1 NF-P12PWM fan) to put thermal paste on the cpu cooler, YES the manual tells you to put it on the cpu cooler, so i tried that.

I could run it longer, just don't think i atm when it's not warm where i live that i would have higher temps than under 50c,mid 40's

I so this in a forum a changed my cpu pll oc voltage and boom, as if i suddenly got a 360mm aio my temps dropped (seems only to be related to msi although asus have something called internal pll overvoltage which could be the same)

Msi B250 PC MATE, i could run it at 3.5ghz all the time but according to the passmark performance test it made almost no difference, although 3.5ghz is not on all cores, with settings on aut it shouldn't run 3.5ghz on more than 1-2 cores not 4 (but i can oc it to 3.5ghz on all cores)

No, as fare as i know you can't oc non k kabylake cpu not evben using bclk, i only have a B250 mb
