My PC is shutting down because of high CPU temperature (70+ when idle)

I got this PC last year from my dad's friend, i don't know if cpu was overclocked and after 3-4 months it started shutting down, one "leg" of cooler was broken and 2 weeks ago we bought new cooler, added new thermal paste and until now hasn't shut down, but now it started again , (i was cleaning up cables(all of them have been tied)(i glued them behind table)) and from that moment it started shutting down.Can someone help me please

When you say "glued," do you mean you actually applied glue to components in your PC? It is possible that something got glue on it that should not have. Is the CPU fan still running? Any other fans? If cables are very tightly in place, something may also be flexing as it heats up, causing a connection problem.
When you added new thermal paste, did you clean off all of the old paste first? If not, remove the CPU cooler, clean off all the paste (I use 91% isopropyl alcohol, available in pharmacies/drug stores/chemists) and re-apply a small amount (half a lentil, max) of fresh paste.

i did not glue in my pc, i glued cables from monitor and mouse,keyboard,glued with glue gun,I don't think that something got glue on except that cables,Cpu fan is running at speed of around 2300 rpm, I have cleaned fabric paste from new cooler and old paste from CPU and added new one :) ,and i dont have any other fans

I fixed problem cooler didnt lay on processor i dont know why but that was problem we were fixing it 20 or so minutes so paste didnt touch processor so cooler was useles :)
