Motherboard or Power Supply fried?

I am a real noob at PC stuff so you guys are gonna have to bear with me. A few days ago after swapping my computer case and cooler (to a cooler master hyper 212 LED) my computer powered on at first, but the gpu fan was incredibly loud so i tried to restart. But after my computer shutdown only the motherboard and gpu light stayed on. I tried using a screw driver and rewiring everything but nothing seems to work. I also tried a paperclip test on my sketchy psu and it failed. Right now i am still unsure if its my psu or motherboard pls help

cpu: Intel i5-6400
gpu: Asus strix gtx 960 4gb
motherboard: MSI B150 Gaming M3
memory: 8gbs of adata ram (2133mhz)
storage: 1TB of WD Blue HDD (7200rpm)
Cooler: Cooler Master Hyper 212 LED
Power Supply: Zumax 700w Power SUpply (No Name, and looks sketchy)

Taiwan, Budget -under $50-70USD, and case doesn't matter since i am changing it. Although you can just gimme any suggestions because i am probably get a hold of it in some tech shop here
