HELP - CPU Auto Shuts Down, Can't Reproduce At Computer Repair Store

My CPU shuts down by itself, and i'll have to pull out the plug and let it rest for 1~2 minutes, then plug back the power socket and turn it back on.

I tried changing a GPU but the same issue happened, i'm suspecting it's PSU but i'm not sure. when I use HW monitoring, everything looks fine except some jumps on MHz for the CPU Cores, is that normal? see the comparison below, it jumps like every few seconds:

Can anyone please help, I also uploaded the HW monitoring log below,
basically after row 766 it auto shut down. the log frequency is 2 seconds.

Please advise if it's a PSU issue, board issue, or software issue (BIOS?).

Solution
What is the make and model of the PSU? If your having to pull the power cord on the PSU and waiting a few min before it will boot back up I'm guessing the PSU is going bad or has some bad caps in it.

Based on the log, it goes between 36-48 degrees celcius, the final readings was at 38 degrees.
I dont think it's a temp issue coz i was putting a stand-fan right into my CPU just to make sure temp issue was ruled off.
