PC won't boot unless I overclock the ram

Yes, you've read it right. I have a 4790k and this is the second time I'm experiencing something like this, but not quite like this. So, I have 16gb 1600Mhz DDR3 ram. The pc has been acting a little weird since yesterday. I decided to do a clean windows install which didn't change much. I was still getting these sort of lags without my framerate dropping. I checked the CPU and it was spiking like mad. I decided to change thermal paste and when I put it back in I couldn't boot up. I keep my ram in slots 2 and 4 because clearance. So I remove the first ram and it boots. I go to bios and overclock the ram to 2400, shut down, put the stick in, and it works. I have to mention I installed a hotfix from Asus' site for my motherboard. It's a Maximus Hero VII. Anyone have any clue what this is all about? I've tried a different CPU, and different ram and slots 1 and 2 don't work unless OC'd.

Is your RAM a matching "kit"? Ie 2x8GB, sold together in retail packaging? If not, you may have some voltage differences, not allowing one of the modules to 'place' nice with the other. If it's not a 'kit', which modules do you have specifically?

They are a matching kit 2x8gb.
They worked fine before. No I haven't. How does one go about it when you can only use one ram stick at a time? I've never used the MEMok button. Do I just press it while I'm in windows?
 
For the mem ok button, turn off the computer and put both sticks in the red slots, then instead of hitting the power button press the mem ok button and it will boot the computer and start a test.

It been a while since I did it on an older 1366 Rampage 3 extreme board. I also used the rog link on the board to monitor what was going on since it was having bigger issues with not wanting to boot.

It does nothing. The lights start blinking and then stop and nothing. It just stays there with error 55. Now, I took off my cooler Hyper EVO 212 and guess what... it booted. I have had something similar happen before and it ruined my CPU and motherboard. Luckily Intel gave me a replacement, I bought a new mobo and I dismissed the whole thing in my head even though I noticed that taking the cooler off booted it sometimes. It appears as though when I put the threads and backplate into the mobo, something goes wrong. What should I do guys?

The Hyper EVO 212 was shorting out my motherboard, no doubt about it. I put stickers (don't have any painters tape atm) on the holes on the backside of the mobo and pushed the screws through them and when the bracket came on it, it booted up fine. Without the stickers it would keep shutting down. I am disappointed in Cooler Master because now I know they have cost me a motherboard, a cpu, time and almost another motherboard and cpu. What are some good options for air coolers on the market right now?
