Pc will not switch on properly

I have not long built my first gaming pc and a week or so ago I installed a new fan into the case. I removed the side panel and moved a few cables around and installed the fan. When I had put everything back I pressed the power button but all that happened was the power button light came on and the fans spun for less than a second and immediately stopped. This happens every time I turn it on. This has happened before but I don't know how to fix it
 
Solution
The symptom indicates an incorrect electrical connection causing a short. Quite possibly there's an error in the way the new fan was connected. Exactly what fan is this? And tell us exactly what connectors it has, and where you plugged in each of them.

There's also the possibility that, in moving wires around during the installation, you disconnected one without realizing. It's even possible you re-connected it to the wrong spot. So review all your wires in case there's a loose one, or an odd plug-in.
