How to Connect 2 Windows 10 PCs Via Ethernet Switch

Hi,
I have two Windows 10 PCs that I am trying to connect through a wired Ethernet connection using a Gigabit switch. All cables are Cat 6. I am wanting to use Remote Desktop to remote in from PC1 to PC2.

The PCs are set up as follows:

PC1 Ethernet Adapter:
IPv4 Address: 169.254.170.174
Subnet Address: 255.255.0.0
Default Gateway:

PC2 Ethernet Adapter:
IPv4 Address: 169.254.0.11
Subnet Address: 255.255.0.0
Default Gateway:

When I try pinging PC2 from PC1 I get: "Request Timed Out". I also have a PoE camera connected to the switch. I can get to the camera from PC2 but not PC1. Do I need to set something else up so that PC1 can connect to PC2 and the camera?

The connections are good with green LEDs. I have a PoE camera connected to the same switch as the two PCs. Both PCs can ping the camera successfully, but can't ping each other.

Sorry, I am not network savvy. How do I set static IPs for the hosts?

Network and sharing center from your task bar or control panel, change adapter settings, click on your network card, click on TCP/IPv4 then "use these settings.
set one host as 192.168.1.x it will auto complete your subnet mask with 255.255.255.0. (x can be any value between 1-254) do exactly the same on the other machine but change x value to be a different number between 1-254.

That was what fixed my problem. I followed the link above and created a custom rule to enable ICMP Echo Request for ICMPv4. Now the two PCs are communicating.
