High CPU temp fluctuating speeds FPS lag

I have been experiencing drastic fluctuation in FPS during games (League of Legends). I monitored my CPU speed and it is fluctuating from ~3GhZ to <1. I also noticed the CPU temp was 82C. Any help improving performance would be great.

*Edit*
I just turned it on and the CPU was already at 100C. So maybe the heat sink is not even remotely sinking heat.

If it reaches 100°C, then the cooler doesn't work at all (or it isn't touching the CPU). What Intel CPU and what cooler do you have?

I have the Intel i5 Kaby Lake. Not sure what cooler. It's an ibuypower build.

It may be a liquid cooler that failed or has been dislodged. Did you contact ibuypower to report the issue?

You were right. The CPU heat sink was completely separated from the CPU.

You should replace the thermal paste if it runs warmer than expected at full load.
