CSGO Low FPS but really good computer

BackStory:

Hi, so I have been having this problem for around three days now, out of no where my mouse on the cs go home page has been slightly delayed from my actual mouse. This also transferred into the gaming, meaning my cross hair and aim has been moderately delayed kind of like having triple buffered V-sync. Now that day I tried to fix it and did a bunch of stuff but nothing worked (went to bed). the next day same I still had the same problem but I realized it was my FPS. When I decided to join a casual game i realized i was running around 60-100 fps which is extremely low for me. I usually get 250-300. This was literally unplayable. At random times for around 5 seconds my frames would lock at 60-59 and then remain under 100. While I was playing cache in casual my fps dropped to 45 when someone through a fire and a few people jumped into it. I have really bad mouse response time, feels like my mouse is in the mud, to feel what its like turn on triple buffered v sync on your home screen.

New Info:
So this problem was fixed out of no where when I came back from my grandparents house. I was there for a full day and my computer wasn't on at all and it was fixed. I played like two games and then i turned off my computer and then came back and it was still fine. Now during the middle of a game my game stuttered for like a sec and then my mouse started being delayed again, my fps was fine just my mouse was delayed like i was using v-sync.

I don't know what to do, things I have tried:
I also normally play in 4:3 res and still get these things.
XBOX DVR off
V-sync off and pre-rendered frames set to 1
tried verifying integrity of game files, resetting all settings (deleting CFG and userdata)

GTX 1070 8Gb GDDR5
CPU: Amd 8350 fx 8 cores 3.6 Ghz
Ram: 16 GB DDR3
Motheboard: MSI 970
1TB Hardrive

Hi so I fixed it by ticking disable fullscreen optimization in the compatibility settings of the application. would you tell me why that could have been making me lag.
